Our Story

From the historic Broadway Promenade to today's vibrant neighborhood, we've been part of Broadway Heights' journey for over two decades.

For almost 30 years, the Broadway Heights Community Council has been the heart of our neighborhood. It has made a small San Diego community into a model of safety, involvement, and community spirit.

Founded in the late 1990s by Robert Robinson and Ralph Barnhill Sr., the Council emerged during a challenging time for Broadway Heights. Drug houses lined the hillside, crime was rising, and residents needed a unified voice to reclaim their community. Robinson and Barnhill found old maps, found the neighborhood's original name, Broadway Heights, and used it to call for change.

What started as a grassroots effort to address safety concerns has evolved into a comprehensive force for community betterment. Today, Broadway Heights is home to over 1,000 residents spanning all ages, backgrounds, and walks of life—homeowners and renters, longtime residents and new arrivals, families and retirees.

Our neighborhood sits atop the highest peaks in southeastern San Diego, bordered by Lemon Grove and Encanto, offering stunning views and a tight-knit community atmosphere that's rare in a city of our size.

The MLK Promenade: A Vision Realized

Location: 2399 Dr. Martin Luther King Jr. Way, San Diego, CA
Opened: February 23, 2019

After a decade of advocacy by the Broadway Heights Community Council, the MLK Promenade became a reality—transforming a city block into an interactive cultural landmark honoring Dr. Martin Luther King Jr.'s life and legacy.

An Interactive Cultural Experience

The Promenade offers visitors a self-guided journey through civil rights history using smartphone-enabled features and QR codes. Highlights include:

  • "I Have A Dream" Wall – A ceramic tile retaining wall with engraved bronze letters displaying Dr. King's most famous words

  • 700-Pound Sculpture – A striking bronze sculpture of Rev. Dr. Martin Luther King Jr., dedicated by BHCC, sits atop the memorial wall

  • Historical Markers – Decorative concrete columns feature LED lighting, historical quotes, and images of iconic civil rights leaders

  • Community Gathering Spaces – Custom-designed benches and interpretive elements invite reflection and education

  • Six Principles of Nonviolence – Posted prominently, drawn from The Martin Luther King, Jr. Center for Nonviolent Social Change

Built With Community Input

Urban Corps of San Diego led the design and construction, hosting three community workshops between April 2017 and March 2018 to ensure the Promenade reflected the voices and values of Broadway Heights residents.

The MLK Promenade is free and open to the public year-round.

Youth Leadership

From its inception through 2020, the Broadway Heights Youth Council engaged young residents in community service and civic leadership. Youth Council members participated in neighborhood beautification projects, organized community celebrations, and represented BHCC at city-level discussions on youth safety and opportunity.

The program paused during COVID-19 structural changes, and BHCC leadership continues to explore pathways to re-engage youth voices in neighborhood decision-making.

Past Youth Council achievements include:

  • Leading the community effort to rename Martin Luther King Jr. Way

  • Coordinating bike delivery projects for families in Tijuana

  • Supporting homeless outreach and feeding programs

  • Organizing annual community celebrations

Today, the Broadway Heights Community Council continues the work our founders started: building a safer community and a better quality of life for everyone who calls this neighborhood home.

We bring residents together through community cleanups, food distribution programs, neighborhood beautification projects, civic education, and advocacy before city government. We provide a forum for neighbors to discuss issues that matter—from street lighting and traffic safety to youth programs and environmental quality.

The Council serves all residents, businesses, nonprofits, schools, and community institutions without discrimination. We are noncommercial, nonsectarian, and nonpartisan—focused solely on promoting the public good and welfare of Broadway Heights.

We understand that strong communities aren't built overnight. They're nurtured through shared experiences, consistent engagement, and a genuine commitment to one another. Broadway Heights isn't just a place to live—it's a place to connect, contribute, and thrive.
